The Engineering Department has successfully secured $45,724,493 in local, state and federal funding for capital improvement projects.  The grant funding awarded for major Engineering projects currently active are listed below.

The American Public Works Association (APWA) Awards program recognizes outstanding individuals, groups and chapters representing the best in public works amongst others. When a project has won a "Public Works Project of the Year" award, the agency, contractor and consultant will receive a complimentary award plaque and are recognized at the PWX Awards Recognition and announced in an issue of the online APWA Reporter.

In 2020, the Engineering Department applied for and won this award for the completion of the 147th Street and Ravinia Avenue Roundabout project and won again in 2022 for the outstanding work of completing the 151st Street from Ravinia Avenue to West Avenue project.  Engineering won the APWA award again in 2023 for the John Humphrey Complex project.  The Doctor Marsh Prairie Path, which was completed in July of 2023, was awarded the 2024 Project of the Year.

Phase II Final Design Engineering is underway. The Village has received approximately $206,400 in federal funding for Phase II Final Design Engineering and $2.3 million dollars for Construction and Construction Engineering. The Engineering Department will continue to seek grant funding opportunities for this project.

Currently, the Village and the design team are refining the design, developing a maintenance of traffic plan and coordinating with utilities for potential relocations. The project is being processed through the Illinois Department of Transportation (IDOT) Bureau of Local Roads with an anticipated construction letting in 2026. As design elements become finalized, additional information will be posted on the project website.

The Village completed Phase I Preliminary Design Engineering of a roundabout at 153rd Street and Ravinia Avenue in 2023 and received approval from IDOT. The Village has been awarded approximately $2 million dollars in federal grant funding to date for this project. Final design engineering will begin in 2024 with construction anticipated in late 2025 or early 2026.

This project will evaluate the existing intersection for improvements to the capacity and safety. All sidewalks and crosswalks will be brought into compliance with current ADA requirements. 

Phase I Preliminary Engineering is currently in progress and anticipated to be completed late 2023. This phase will determine easements and land needed to construct a roundabout, establish the geometrics of the roundabout, and necessary signage.

The Village is actively seeking grant funding for Phase II Design Engineering.

The Village has selected a consultant to perform Phase I Preliminary Engineering for intersection improvements. Phase I engineering is anticipated to be completed in the fall/winter of 2023. A public meeting will be held with adjacent property owners and the general public on the preliminary design once it is completed.

 

The project team has submitted the preliminary design documentation for IDOT review and approval. In 2025, the Village anticipates preliminary engineering will be approved and final design engineering will be in progress. Construction of the path is anticipated in 2026.

This project will improve the Village’s multi-use path network and provide a continuous off-street multi-use path along the west side of 82nd Avenue and connect to existing paths. An asphalt path will be installed along with a pedestrian crossing countdown head at signalized intersections. The multi-use path will connect to the existing path south of 138th Place under ComEd power lines.

Phase I Preliminary Engineering is in progress and anticipated to be completed in late 2025. This phase will determine preliminary alignment of the path, identification of easements and land that needs to be acquired, evaluation of all existing roadway crossings, and biological and environmental impacts.

The Village has secured grant funding in the amounts of $167,040 for Phase II Design Engineering and $1,500,000 for Construction.

 

 

 

Final design and land acquisition are complete and the plans have been advertised for bidders on the Illinois Department of Transportation (IDOT) website. Bids will be opened by IDOT on March 7, 2025, after which time the Village will review bids and review them for acceptance. If found to be acceptable, the Village will notify IDOT and the project will proceed to an award and construction sometime later this Spring.

The project is currently in final design engineering. The project team is finalizing the land acquisition required (easements and right-of-way) to complete the intersection widening improvements and dry land bridge replacement. The project has received $3 million dollars in Surface Transportation Program (STP) local funding for both the intersection improvements ($1,500,000) and dry land bridge replacement ($1,500,000) for Construction and Construction Engineering.  Design engineering is anticipated to be completed in 2024.

Phase II Design Engineering began in January 2022 and is anticipated to be completed by the fall/winter of 2023. Phase II entails the final design of the project, including but not limited to; traffic signal, additional left and right-turn lanes, and identify and secure land for temporary and permanent use. This phase will also determine the final design of the structural support (i.e. land bridge) required for the east leg of the intersection.

The Village is actively seeking grant funding for Phase III Construction.

The drilling of the geotechnical soil borings will commence on Tuesday, February 8, 2022.  This will most likely cause lane closures on February 8th and February 9th for the borings that require it.

The Village is beginning the final design process, Phase II, for the 143rd Street and John Humphrey intersection project. As a part of this process, the consultant’s contractor will start drilling for soil borings on Thursday, January 27, 2022, at John Humphrey Drive and 143rd Street. The contractor will have two drill crews at various locations around the intersection for two days. Lane closures will most likely occur on January 27, 2022 for the borings that require it. On Friday, January 28, 2022, soil boring work will be on the north side of 143rd Street and lane closures will not be necessary.

The Village of Orland Park is nearing completion of a Phase I Engineering Study for the improvements at the intersection of, 143rd Street and John Humphrey Drive. The project will modernize the traffic signals at the intersection and provide dual left-turn lanes in the eastbound and westbound directions, as well as, new right-turn lanes for the northbound and southbound movements. The improvements will reduce travel delays and improve safety at this heavily traveled intersection. Pedestrian improvements including activated pedestrian signals and ADA sidewalk ramps will also be included. In addition, an existing dry land bridge that supports the southern portion of the eastern leg of the intersection will be expanded to reduce the occurrence of differential settlement of the pavement that has resulted in a recurring uneven riding surface over time. The project will improve mobility and community access to La Grange Road and the Orland Square Mall regional shopping center.

It is anticipated that Phase II Engineering Study will start in early 2021 after the Illinois Department of Transportation (IDOT) accepts the Phase I report. The construction funding for this project is not available yet. The Village staff is working with IDOT, Southwest Conference of Mayors, and various grants to get funding for the improvements and bridge expansion.

Construction of both the multi-use path and Metra’s pedestrian path are expected to begin in 2027 and be completed within the same year.

The Village is actively submitting grant applications in an effort to secure additional funding for construction.

The Village entered into an agreement with Metra for the use of an easement to construct the railroad pedestrian crossing.

Phase II Design Engineering is currently in progress and anticipated to be completed in 2026. The project includes a crossing of Marley Creek, countdown pedestrian crossing signals, a retaining wall east of Wolf Road, address drainage issues, railroad crossing safety improvements and connection to the Orland Grasslands.  Coordination and permitting with Cook County Department of Transportation and Highways who has jurisdiction of 167th Street is ongoing.

In 2023, the Village was awarded approximately $1.5 million dollars for construction from the Chicago Metropolitan Agency for Planning (CMAP) through the Transportation Alternatives Program (TAP). Combined with the previously awarded $1.75 million dollars of federal Surface Transportation Program (STP) funding, the total project cost is approximately 70 percent funded using federal grants. The project is in final design engineering and is starting the land acquisition process. The construction schedule will be established based on the status of the required land acquisition and the programming of the federal funds.

Phase II Design Engineering is currently in progress and anticipated to be completed in 2026. This phase entails bridge crossing for Marley Creek, countdown pedestrian crossing signals, retaining wall east of Wolf Road, safe railroad crossing and connection to the Orland Grasslands. 

The Village is actively submitting multiple grant applications in an effort to secure grant money for Phase III Construction of the project.

The Phase II Design Engineering contract was awarded and design is anticipated to begin in mid-September 2020. The Village received $200,000 in Surface Transportation Program (STP) grant funding.

A continuous 8-feet asphalt multi-use path is proposed to be installed from Steeplechase Drive to 104th Avenue along the south side of 167th Street. The project has completed the preliminary engineering phase.

A public meeting about the project with adjacent property owners and the general public was held via Microsoft Teams on October 14, 2020. The meeting included a PowerPoint presentation highlighting the Phase 1 Study limits and process, the project’s purpose and need, proposed improvements, stakeholder involvement, and the anticipated project schedule. The virtual meeting was recorded and published on the Village’s website after the meeting.

The Village continues to work towards the completion of Preliminary Engineering (Phase I) and attaining design approval from the Illinois Department of Transportation (IDOT). Contract Plan Preparation and Land Acquisition (Phase II) are scheduled to begin later this year and in 2025. The Village is currently pursuing additional funding for the construction of the project, and the schedule for construction will depend on funding availability and land acquisition. If funding is secured and land acquisition is completed, the Village plans to proceed with construction in 2027.

The Village is currently in preliminary engineering for the McGinnis Slough bike path, which will connect pedestrians from La Grange Road west to Wolf Road through the ComEd easement in McGinnis Slough. Due to pedestrian safety concerns, the project will no longer cross Wolf Road or Will-Cook Road and instead will proceed south along Wolf Road and connect to the proposed bike path as part of the future 143rd Street widening project.  The Village was awarded $1.8 million dollars for Phase II Design Engineering and Construction.

This project will provide a continuous scenic multi-use path through McGinnis Slough, located west of La Grange Road and south of 131st Street, that will serve the northwest area of the Village. An asphalt multi-use path will be installed though the ComEd power line area starting at La Grange Road and ending near Will-Cook Road. Viewing areas at the slough perimeter will be added and connect to the existing subdivisions in the northwest section of the Village.

Phase I Preliminary Engineering is currently in progress and anticipated to be completed in 2024. This phase determines the alignment of the path, biological and environmental impact, soil stability, location of amenities, and the requirements of outside agencies, such as Forest Preserve District of Cook County.

The Village has selected a consultant to perform Preliminary Engineering (Phase I) for a multi-use path through the Commonwealth Edison easement between La Grange Road to Wolf Road and connect into the proposed path along Wolf Road. The path would travel around McGinnis Slough. Phase I engineering is anticipated to be completed in the fall/winter of 2022. A public meeting was be held with adjacent property owners and the general public on the preliminary design once it is completed.

 

The 143rd Street widening project will add capacity to the roadway and improve traffic signal coordination by expanding to 5 lanes. This project will also address existing traffic safety issues for motorists and pedestrians. 

This project is the highest priority to the Village and the Southwest Conference of Mayors. The project is divided into three separate sections:

• Will Cook Road to Wolf Road: This section of the project will widen 143^rd Street from a two-lane road to a five-lane road with a center left-turn lane to provide additional vehicular flow and capacity. New traffic signals will be installed at Creek Crossing Drive. Final design engineering has been taken as far as possible. The project needs construction funding, so a construction date has not been determined at this time. Illinois Department of Transportation (IDOT) does not approve final design engineering until construction funding is secured. Construction is estimated to cost 15 million dollars. To encourage IDOT to fund this project, the Village has offered a “Jurisdiction Transfer” (JT) to IDOT after they complete the project. JT allows municipalities to take over ownership and maintenance of the roadway in perpetuity after IDOT completes the improvements at their expense. 
• Wolf Road to West Avenue: Final design engineering began in late 2023. In 2024, the Village once again submitted RAISE and TARP grant applications requesting approximately $25.5 million dollars in funding. The Village has committed its own funds for any remaining gaps in funding. 
• West Avenue to Southwest Highway: Construction funding is secured with over $6 million dollars committed by the Village. The total estimated construction cost is $14 million dollars. Design engineering of this section is underway and construction is expected to begin in 2026.
