Permit applications are available on the Village website for many permit types. Permits for solar panels and wireless facilities must be submitted in-person at Village Hall. Please refer to our permits webpage for more specific information relating to a permit type and for links to the required applications/documents.

Changes to the exterior of a commercial building or new developments will go through an Appearance Review and/or a Development Petition process. More information on these can be found here.

All permit types require a complete application or they will not be accepted at the time of submission.

Building permits are submitted online through our website via the Orland Park Plan and Application Permit Portal. All required applications must be submitted together as one application packet. If the permit application is found to have deficiencies, applicants will be notified and asked to resubmit the application and required documents as one new application packet. Applications and all required documents will be reviewed by Village staff. Depending on the type and scope of the project, the application may be reviewed by many different departments to ensure the proposed work complies with all applicable building and land development codes, including zoning. Applications and plans are reviewed in the order they are received, and the time necessary to complete the review is based on the type of project. Initial reviews for complex projects, such as a new single-family home or new commercial buildings and interior build-outs, may be reviewed within 3-5 weeks, while a simple project, such as a fence or driveway, may be reviewed in less than 1 week. Permits requiring a review for maximum allowable lot coverage may be reviewed in 2-4 weeks. Residential exterior window/door permits and roof permits may be reviewed and issued the same day. Review times may be longer during the busiest times of the year (typically March through October). 

Applicant timeliness in responding to requests for additional information and documents may make for a quicker turnaround on reviews and permit issuance. These review times are not a timeline for when a permit will be issued. This is only an estimate of Village of Orland Park staff review times.

Permit fees will be determined during the review process based on the scope of the work proposed. Upon receipt of an invoice, payment may be made by phone at (888) 373-0567 using a credit card or on our website. Payments are also accepted in person at the Cashier’s Office located on the first floor of Village Hall. Payment must be made before the permit will be issued. Inspections will not be conducted until a permit is issued. Once the payment of permit fees has been verified, staff may email a copy of the permit and an approved, stamped copy of the plans to the applicant depending on the scope and size of plans. The applicant must print the permit card and post it at the work site in a location visible from the street. Approved plans must be onsite for the inspectors to review during inspections.

Permits and a copy of the approved plans for new residential, commercial projects, and fire-related permits must be picked up in-person. One printed copy of the approved, stamped plans must be available on-site during inspections.

Required inspections will be listed on a “Required Inspections” sheet or directly on the permit card. Inspections can be requested directly through our website, in-person at Village Hall, or by sending an email to inspectionrequest@orlandpark.org, providing the permit number, address, name of tenant/homeowner, phone number, contractor name (if applicable), type of inspection, and date of inspection. Inspection requests will not be taken over the phone. We do not schedule same day inspections. Inspections may be scheduled Monday through Friday between 8am and 4pm. Requests must be received by 4pm to be placed on the schedule for the following business day. Requests received after 4pm on Friday, on a Saturday or on a Sunday will be placed on the schedule the following Tuesday.

Proposed Building and Health Code Amendments

The Village of Orland Park is considering amendments to the following Building Code and Health Code regulations before the end of June 2025:

The purpose of building and health codes is to establish minimum standards to protect the health, safety, and general welfare of the public.  Recent text amendments at the state level are intended to improve upon past regulations, and communities with local codes are expected to amend their regulations to comply with state regulations.

The proposed text amendments are intended to better support our community, while not becoming an unnecessary burden to property owners, businesses, and contractors.

As part of the Village’s efforts to enhance economic development, the Village’s Development Services Department is introducing new drop-in hours.

Prior to submitting a building permit application, all businesses are encouraged to attend a pre-application meeting with Village staff. Residential contractors and homeowners managing their own projects may also use this service.

The meetings are held weekly in an open-house format. Business owners, design professionals, property managers and other applicants will have an opportunity to speak with representatives of the Building Division, Planning and Zoning and the Fire District to answer questions to help businesses navigate the permit process to ensure that it goes as smoothly as possible.

Attendees should bring a paper copy of any drawings or other information that they would like to share. Attendees are strongly encouraged to bring a completed copy of the Occupancy Permit Application and Zoning Permit Application (PDF) as well, both of which can be found on the Village’s website.

Drop-in hours are held on Mondays from 1:30 p.m. to 2:30 p.m. at the Orland Park Village Hall, Conference Room D, 14700 Ravinia Ave. The goal is to meet for a maximum of 15 minutes to minimize wait time for multiple business owners interested in participating in drop-in hours.
